\r\n\r\n India has several policies and initiatives to promote the use of\r\n biomass-based fuels, including biocoal, as a part of its efforts\r\n to increase the share of renewable energy in its energy mix and\r\n reduce greenhouse gas emissions. The National Bioenergy Mission\r\n was launched in 2018 by the Indian government to promote the use\r\n of biofuels, including biocoal, and to develop an ecosystem for\r\n the production of biofuels in India. The mission aims to promote\r\n the use of agricultural and forestry residues for energy\r\n production, and to establish an enabling environment for the\r\n sustainable production and use of biofuels.\r\n
\r\n\r\n The Indian government has also set targets for the production\r\n and use of biofuels, including biocoal. The National Policy on\r\n Biofuels, which was revised in 2018, aims to achieve a target of\r\n 20% ethanol blending and 5% biodiesel blending with fossil fuels\r\n by 2030. The policy also provides incentives and subsidies for\r\n the production of biofuels, including biocoal.\r\n
\r\n\r\n In addition to national policies, several Indian states have\r\n also introduced policies and incentives to promote the use of\r\n biomass-based fuels, including biocoal. For example, the state\r\n of Maharashtra has launched a program to promote the use of\r\n biocoal as a fuel source for power generation, and the state of\r\n Andhra Pradesh has introduced a policy to promote the use of\r\n biomass for energy production\r\n
\r\n\r\n India has recognized the potential of biocoal and other\r\n biomass-based fuels as a means of reducing greenhouse gas\r\n emissions and promoting sustainable development. The government\r\n has introduced several policies and initiatives to support the\r\n development of a biofuel industry in the country, including the\r\n use of biocoal\r\n
\r\n\r\n Overall, the National Bioenergy Mission is a comprehensive\r\n program that aims to promote the use of biofuels and create a\r\n sustainable ecosystem for the production and use of bioenergy in\r\n India. The program has the potential to contribute significantly\r\n to India's energy security and sustainability goals, while also\r\n creating employment opportunities in rural areas.\r\n

\r\n\r\nBIOMASS
\r\n\r\n\r\n Biomass has always been an important energy source for the\r\n country considering the benefits it offers. It is renewable,\r\n widely available, carbon-neutral and has the potential to\r\n provide significant employment in the rural areas. Biomass is\r\n also capable of providing firm energy. About 32% of the total\r\n primary energy use in the country is still derived from biomass\r\n and more than 70% of the country’s population depends upon it\r\n for its energy needs. Ministry of New and Renewable Energy has\r\n realised the potential and role of biomass energy in the Indian\r\n context and hence has initiated a number of programmes for\r\n promotion of efficient technologies for its use in various\r\n sectors of the economy to ensure derivation of maximum\r\n benefits. For efficient utilization of biomass, bagasse based\r\n cogeneration in sugar mills and biomass power generation have\r\n been taken up under biomass power and cogeneration programme.\r\n
\r\n\r\n Biomass power & cogeneration programme is implemented with the\r\n main objective of promoting technologies for optimum use of\r\n country’s biomass resources for grid power generation. Biomass\r\n materials used for power generation include bagasse, rice husk,\r\n straw, cotton stalk, coconut shells, soya husk, de-oiled cakes,\r\n coffee waste, jute wastes, groundnut shells, saw dust etc. \r\n
\r\n\r\nPOTENTIAL FOR BIOMASS
\r\n\r\n As per a recent study sponsored by MNRE, the current\r\n availability of biomass in India is estimated at about 750\r\n million metric tonnes per year. The Study indicated estimated\r\n surplus biomass availability at about 230 million metric tonnes\r\n per annum covering agricultural residues corresponding to a\r\n potential of about 28 GW. This apart, about 14 GW additional\r\n power could be generated through bagasse based cogeneration in\r\n the country’s 550 Sugar mills, if these sugar mills were to\r\n adopt technically and economically optimal levels of\r\n cogeneration for extracting power from the bagasse produced by\r\n them.\r\n
\r\n\r\nTECHNOLOGY USED FOR BIOMASS
\r\nCombustion
\r\n\r\n The thermo chemical processes for conversion of biomass to\r\n useful products involve combustion, gasification or pyrolysis.\r\n The most commonly used route is combustion. The advantage is\r\n that the technology used is similar to that of a thermal plant\r\n based on coal, except for the boiler. The cycle used is the\r\n conventional rankine cycle with biomass being burnt in\r\n high-pressure boiler to generate steam and operating a turbine\r\n with the generated steam. The exhaust of the steam turbine can\r\n either be fully condensed to produce power, or used partly or\r\n fully for another useful heating activity. The latter mode is\r\n called cogeneration. In India, cogeneration route finds\r\n application mainly in industries.\r\n
\r\nCogeneration in Sugar and Mills
\r\n\r\n Sugar industry has been traditionally practicing cogeneration by\r\n using bagasse as a fuel. With the advancement in the technology\r\n for generation and utilization of steam at high temperature and\r\n pressure, sugar industry can produce electricity and steam for\r\n their own requirements. It can also produce significant surplus\r\n electricity for sale to the grid using same quantity of\r\n bagasse. For example, if steam generation temperature/pressure\r\n is raised from 400oC/33 bar to 485oC/66 bar, more than 80 KWh of\r\n additional electricity can be produced for each ton of cane\r\n crushed. The sale of surplus power generated through optimum\r\n cogeneration would help a sugar mill to improve its viability,\r\n apart from adding to the power generation capacity of the\r\n country. \r\n
\r\n\r\nDEPLOYMENT OF BIOMASS
\r\n\r\n The Ministry has been implementing biomass power/co-generation\r\n programme since mid-nineties. Over 800 biomass power and\r\n bagasse/Non-bagasse cogeneration projects aggregating\r\n to 10205.61 MW capacity have been installed in the country for\r\n feeding power to the grid. States which have taken leadership\r\n position in implementation of bagasse cogeneration projects are\r\n Maharashtra, Karnataka, Uttar Pradesh, Tamil Nadu and Andhra\r\n Pradesh. The leading States for biomass power projects are\r\n Chhattisgarh, Madhya Pradesh, Gujarat, Rajasthan and Tamil\r\n Nadu. \r\n

\r\n\r\nBIOGAS
\r\nBrief Introduction:
\r\n\r\n Biogas is produced when bio-degradable organic materials/wastes\r\n such as cattle-dung, biomass from farms, gardens, kitchens,\r\n industry, poultry droppings, night soil and municipals wastes\r\n are subjected to a scientific process, called Anaerobic\r\n Digestion (A.D.) in a Biogas Plants. Biogas Plant designs depend\r\n upon several factors and the feed stock to be processed is of\r\n paramount importance. Biogas is the mixture of gases (primarily\r\n methane (CH4) and Carbon di-oxide (CO2) and traces of Hydrogen\r\n Sulfide (H2S), Moisture) produced by the decomposition/breakdown\r\n of bio-degradable organic matter in the absence of oxygen from\r\n raw materials such as agricultural waste, cattle dung, poultry\r\n droppings, municipal waste, plant material, sewage, green waste\r\n or food/kitchen waste. Biogas has a calorific value of about\r\n 5000 kcal per m3. The digested slurry produced from Biogas\r\n Plants as a by-product is a better source of nutrient enriched\r\n organic manure for use in Agriculture. It not only helps in\r\n improving the crop yield but also maintain soil health.\r\n
\r\n\r\n There is ample potential of setting up biogas plants considering\r\n the livestock population of 512.06 million, which includes about\r\n 300 million (299.98 million) total population of bovines\r\n (comprising of cattle, buffalo, mithun and yak). The livestock\r\n sector contributes about significantly to India’s GDP and will\r\n continue to increase. The dissemination of biogas technology is\r\n a boon for Indian farmers with its direct and collateral\r\n benefits.\r\n
\r\n\r\n i.New National Biogas and Organic Manure Programme (NNBOMP), for\r\n Biogas Plant size ranging from 1 cu.m. to 25 cu.m. per day.\r\n
\r\n\r\n ii.Biogas Power Generation (Off-grid) and Thermal energy\r\n application Programme (BPGTP), for setting up biogas plants in\r\n the size range of 30 m3 to 2500 m3 per day, for corresponding\r\n power generation capacity range of 3 kW to 250 kW from biogas\r\n or raw biogas for thermal energy /cooling applications.\r\n
\r\n\r\n\r\n Biogas contains about 55-65 % of methane, 35- 44 % of carbon\r\n dioxide and traces of other gases, such as Hydrogen Sulphide,\r\n Nitrogen and Ammonia. Biogas, in its raw form, that is without\r\n any purification, can be used as clean cooking fuel like LPG,\r\n lighting, motive power and generation of electricity. It can be\r\n used in diesel engines to substitute diesel up to 80% and up to\r\n 100% replacement of diesel by using 100% Biogas Engines.\r\n Further, Biogas can be purified and upgraded up to 98% purity of\r\n methane content to make it suitable to be used as a green and\r\n clean fuel for transportation or filling in cylinders at high\r\n pressure of 250 bar or so and called as Compressed Bio-Gas\r\n (CBG).\r\n
\r\n\r\n Initially, Biogas Plants were developed for digesting cattle\r\n dung. However, over a period of time, technology has been\r\n developed for the bio-methanation of various types of biomass\r\n materials and organic wastes. Biogas plant designs are now\r\n available from 0.5 M3 to 1000 M3 unit size or more and multiples\r\n of that can be installed for achieving higher Biogas Plant\r\n sizes, depending upon availability of the raw material such as\r\n for family/ household, small farmers, dairy farmers and for\r\n community, institutional and industrial/ commercial\r\n applications. The unit size of industrial and municipal wastes\r\n based biogas plants may go up to 15000 M3 to 20000 M3 biogas\r\n production per day.\r\n
\r\nDesign and approved models:
\r\n\r\n MNRE has approved various designs of biogas plants and the same\r\n have become proven ones for field worthiness. Indian standards\r\n for Biogas Plants, accessories and appliances have been also\r\n brought out by the MNRE and BIS. The process is a on going one.\r\n There are 4 types of basic model and 10 types of designs of\r\n biogas plants approved under the NNBOMP. The details of which\r\n are available in the scheme Guidelines. All approved designs are\r\n eligible for financial subsidies and other facilities uniformly\r\n across the country. \r\n
\r\n\r\n MNRE continuoes to give high priority for the development and\r\n utilization of biogas as energy in its various forms. Under the\r\n National Biogas and Manure Management Programme (NBMMP), about\r\n 50.0 Lakh (5 Million) Family size plants have been installed up\r\n to 2017-18. The NBMMP scheme has been redesigned, modified and\r\n renamed as New National Biogas and Organic Manure Programme\r\n (NNBOMP) and continued from 2018-19 with the aim to enhance the\r\n biogas production from small Biogas plants of 1 to 25\r\n M3 capacity. The scheme aims to set up about 2.5 Lakh units of\r\n Biogas plants of various sizes in the above mentioned capacity\r\n range with an overall biogas generation of about 8 lakh Cu. M.\r\n per day. The Government of India, MNRE, has also enhanced the\r\n CFA for various approved components. Now 100% biogas engines in\r\n smaller capacity ranges are available, and the surplus biogas\r\n can be utilized for meeting lighting, small power and\r\n electricity requirement from a Biogas Plant.\r\n
\r\n\r\n For encouraging farmers to use nutrient enriched organic\r\n bio-manure, the scheme also aims for value addition of the\r\n biogas plant slurry by linking it with enrichment units such as\r\n vermicomposting, Phosphate Rich Organic Manure (PROM) plants and\r\n other organic enrichment facilities as a source of an additional\r\n income and saving in chemical fertilizers bills of farmers. \r\n \r\n
\r\n\r\n Biogas based Power Generation (Off-grid) and Thermal Application\r\n Programme (BPGTP)\r\n
\r\n\r\n Biogas plants are reliable source of decentralized Renewable\r\n Energy for heating, cooking as well as generating electricity/\r\n power generation and thermal energy application alternatives in\r\n our country. In order to promote this Decentralized \r\n Renewable Energy Source (DRES) of power generation, \r\n specifically in the small capacity range (3 kW to 250 kW)\r\n and thermal energy for heating/cooling from the biogas produced\r\n from Biogas plants of 30 M3 to 2500 M3 size, operated based \r\n on the availability of required quantity of biodegradable\r\n organic waste(s).\r\n
\r\n\r\n The organic bio-degradable wastes from various sources such as\r\n cattle dung/ animal wastes, food & kitchen waste, poultry\r\n dropping waste, agro-industry waste etc. are the feed stock for\r\n Biogas plants. These plants are especially beneficial for\r\n meeting Off-grid Power requirements for individual dairy and\r\n poultry plants, dairy co-operatives for operation of dairy\r\n equipment and other electrical, thermal and cooling energy\r\n requirements for plant operation. The installations of such\r\n biogas systems replaces diesel in DG sets and also reduce the\r\n electricity bills of the individual farmers/ beneficiary,\r\n entrepreneurs, dairy farmer, dairy co-operatives thereby helping\r\n to increase the income of farmers/ end users. The nutreient\r\n enriched organic bio-manure is another stream of income\r\n generation from biogas projects and at the same time saving in\r\n the expenditure of chemical fertilizers by reduction of use of\r\n chemical fertilizers and other profitable ventures like organic\r\n farming. \r\n
\r\nBiogas plants installed under the scheme meets the electrical or thermal requirements of the beneficiaries and dairy farmers and other organizations. It is used for milk chilling applications and other general applications such as pumping, lighting, irrigation as well as cooking. The farmers can also sell out surplus biogas/ electricity to his neighbours in off-grid mode.
\r\nImpact of biogas power plants:
\r\nBased on the data reported and evaluation done through third party study, the overall impact of the programme implementation was observed to be encouraging. As revealed from the table given below, for a case study of 45 Biogas plants and extrapolated for 163 projects,
\r\n\r\nImplementation of BPGTP:
\r\nThe BPGTP Scheme is being implemented by the Agriculture and Rural Development Departments of the States and Dairy Cooperatives. However, the programme is also implemented through the State Renewable Energy Agencies (SNAs), Biogas Development and Training Centres (BDTCs), Khadi and Village Industries Commission (KVIC) and National Dairy Development Board (NDDB) in States where Agriculture and State Rural Development Departments are not in a position to implement. The Programme Implementing Agencies (PIAs) may take help of Panchayati Raj Institutions/ Local Bodies (LBs) as an overarching Institutions allowing need based interventions under the community development programme in rural areas as well as areas to cover North Eastern Areas, Forest Fringe Villages, in large population concentration of SC/ ST communities including in tribal areas.

\r\n\r\n \r\nWhat is Biofuel
\r\n\r\n\r\n Biocoal also known as torrefied biomass, is a solid biofuel produced through a thermal process called torrefaction. Torrefaction is a heat treatment process applied to biomass such as wood, straw, and other agricultural residues, to remove moisture and volatile organic compounds, resulting in a dry and energy-dense material that resembles traditional coal in its physical and chemical properties\r\n
\r\n\r\n Biofuel is a form of renewable fuel produced from organic components that have biological origins.\r\n
\r\n\r\n It is the fuel produced from biomass, which includes materials like bagasse, cotton stalks, coconut wood, and other plants.\r\n
\r\n\r\n Biomass can be extremely important, particularly in rural regions, in light of mounting worries regarding global warming.\r\n
\r\n\r\n Over 70% of the Indian population depends on biomass fuel, making it one of the most significant sources of fuel. It accounts for 32% of the primary fuel used in the nation.\r\n
\r\n\r\n The present biomass supply is estimated to be between 450 and 500 million tonnes per year, which translates to a potential of roughly 18000 MW.\r\n\r\n
\r\n\r\nAdvantages of using Biofuel
\r\n\r\n Renewable :\r\n It is a fuel source that has the potential to outlive conventional fossil fuels by a significant margin as long as efforts are made to sustain the resources used for biofuel fuel by committed replanting and replenishment.\r\n
\r\n\r\n\r\n Carbon Neutrality :\r\n One of the main causes of climate change is the amount of carbon that is emitted into the atmosphere. Biofuel lessens this because, unlike oil and other fossil fuels, it is a natural component of the carbon cycle.\r\n \r\n
\r\n\r\n\r\n Less Dependency On Fossil Fuels :\r\n The more biofuel fuel we use, the less we rely on fossil fuels, which are a key cause of climate change and other environmental problems.\r\n \r\n
\r\n\r\n\r\n Versatile :\r\n In terms of accessible alternatives, biofuel fuel is one of the most versatile. It can be transformed into a variety of fuels, each of which has a range of uses. For instance, biofuel can be used to grow methane gas and a variety of other biofuels, or it can be processed to make biodiesel for automobiles.\r\n
\r\n\r\n\r\n Co-firing with coal :\r\n Biocoal can be co-fired with coal in existing coal-fired power plants, without the need for significant modifications to the equipment. This can help reduce the cost of transitioning to renewable energy sources while providing a more sustainable and cleaner energy mix.\r\n
\r\n\r\n\r\n Improved Air Quality: \r\n Burning biocoal releases fewer pollutants, such as sulfur dioxide, nitrogen oxides, and particulate matter, compared to traditional coal, which can improve air quality and reduce the negative health impacts of air pollution.\r\n
\r\n\r\n\r\n Reduces Waste: \r\n There are many recyclable materials and plant matter in the waste we create here that may be used in other places more effectively.\r\n
\r\n\r\n\r\n Domestic Production : \r\n Additionally, the use of biofuel fuel can decentralize the management of fuel production from larger corporations. This indicates that customers are no longer obligated to pay the fees charged by power companies.\r\n
\r\n\r\n\r\n\r\nLimitations of BioFuels
\r\nNot Completely Clean :
\r\n\r\n Although a carbon-neutral fuel source, biofuel is not entirely clean. There are other emissions produced by burning wood and other plant material in addition to carbon. Even while the impacts may not be as severe as those from fossil fuels, these might nevertheless contaminate the surrounding ecosystem.\r\n
\r\nCost :
\r\n\r\n Currently, the production of biocoal is more expensive than traditional coal. This is due to the higher cost of the torrefaction process and the need for additional equipment to handle the material. However, as technology improves and production scales up, the cost is expected to decrease. \r\n
\r\nFeedstock availability and quality :
\r\n\r\n The availability and quality of biomass feedstock can vary widely depending on the location, climate, and season. The cost and logistics of sourcing and handling biomass can also be a challenge, particularly in areas where biomass resources are scarce. \r\n \r\n
\r\nInfrastructure :
\r\nThe existing infrastructure for producing, transporting, and storing traditional coal is not always compatible with biocoal. Additional equipment and modifications to existing infrastructure may be required, which can increase costs and delay the adoption of biocoal. \r\n \r\n
\r\n\r\nMarket demand :
\r\n\r\n The market demand for biocoal is currently limited, and many utilities and power producers are hesitant to switch to a new fuel source. Additionally, the regulatory environment can be uncertain and may not provide the necessary incentives for companies to invest in biocoal.\r\n
\r\n\r\nEnvironmental impact :
\r\n\r\n While biocoal has lower carbon emissions than traditional coal, there are still concerns about the potential environmental impacts of large-scale biomass production. For example, the use of fertilizers and other inputs in the production of biomass can contribute to water pollution and soil degradation.\r\n
\r\n\r\nRole of Bio-fuel in Meeting India’s Fuel Demands
\r\nFuel Demand :
\r\nBiofuel can help to satiate the nation's rising fuel needs, particularly in rural areas. About 25% of its primary fuel is derived from biomass resources, and about 70% of the people in rural areas rely on biomass to meet their daily fuel demands. More biomass can be used to address fuel needs in rural areas. \r\n
\r\n\r\nClimate Change Mitigation :
\r\n\r\n In comparison to fossil fuels, biofuel offers significant advantages, particularly with regard to GHG emissions. By reusing carbon from the air and avoiding the use of fossil fuels, biomass lowers the amount of extra fossil carbon released into the atmosphere from the ground.\r\n
\r\n\r\nMarket Growth :
\r\n\r\n India's rural and urban markets for renewable fuel systems are expected to experience exponential growth. Despite this, biofuel is categorized as \"non-commercial\" fuel and is generally absent from fuel studies. The identification of species such as Jatropha, Neem, and other wild plants as viable sources for biodiesel manufacturing in India.\r\n
\r\n\r\nWaste to Fuel :
\r\n\r\n Biofuels can help turn trash into cash. It has a great deal of potential to assist the nation in achieving its 175 GW renewable fuel goal because it is a derivative of renewable biomass resources like plastic, municipal solid waste, forestry residues, agricultural wastes, surplus food grains, etc. \r\n
\r\n\r\nIncome Generation :
\r\n\r\n Using biofuels as a substitute fuel source can increase farmers' income dramatically and provide jobs, among other benefits.\r\n
\r\n\r\nReduce Imports :
\r\n\r\n About 46.13 % of India's total primary fuel consumption comes from imports. By lowering these imports, biofuel can increase India's fuel security and independence.\r\n
\r\n\r\n\r\n Moreover, biocoal is considered a renewable and sustainable energy source, as it is made from agricultural and forestry residues that would otherwise be discarded or burned. It can contribute to the reduction of greenhouse gas emissions and help to address climate change \r\n
\r\nWhat is Biofuel
\r\n\r\n\r\n Carbon credits and carbon markets are a component of national and international attempts to mitigate the growth in concentrations of greenhouse gases in the atmosphere. A carbon credit (often called a carbon offset) is a credit for greenhouse emissions reduced or removed from the atmosphere by an emission reduction project, which can be used by governments, industry, or private individuals to compensate for the emissions they generate elsewhere. Since GHG mitigation projects generate credits, this approach can be used to finance carbon reduction schemes between trading partners around the world.\r\n
\r\n\r\n\r\n One carbon credit is equal to one metric ton of carbon dioxide, or in some markets, carbon dioxide equivalent gases (CO2-eq), and are bought and sold through international brokers, online retailers, and trading platforms. Businesses that find it difficult to comply with the carbon emission requirements can purchase carbon credits to offset their emissions by making finance readily available to renewable energy projects, forest protection, and reforestation projects around the world. Projects which sell carbon credits include wind, solar, geothermal, and biomass which replace fossil-fuel-powered plants. \r\n
\r\n\r\n\r\n Offsetting one metric ton of carbon means that there will be one less Mt of carbon dioxide in the atmosphere than there would otherwise have been. The Kyoto Protocol provides for three mechanisms that enable countries, or operators in developed countries, to acquire greenhouse gas reduction credits:\r\n
\r\n\r\n\r\n Carbon credit is a mechanism that allows companies and organizations to offset their greenhouse gas emissions by financing or investing in projects that reduce emissions elsewhere. One carbon credit is typically equal to one metric ton of CO2 emissions that have been avoided, reduced, or removed from the atmosphere. \r\n
\r\n\r\nHere are some advantages of carbon credits to business:
\r\n\r\nMeeting sustainability goals :
\r\n\r\n Carbon credits help companies to meet their sustainability goals and reduce their carbon footprint by offsetting their emissions. This is particularly important for companies that are under pressure from consumers, investors, and regulators to reduce their environmental impact. \r\n
\r\n\r\nCost-effective :
\r\n\r\n Carbon credits can be a cost-effective way for companies to reduce their emissions, as they can often be obtained at a lower cost than implementing emission reduction measures in-house. \r\n
\r\n\r\nImproved reputation :
\r\n\r\n Companies that use carbon credits to offset their emissions can improve their reputation and enhance their brand value as they are seen as taking action to reduce their environmental impact. \r\n
\r\n\r\nCompliance :
\r\n\r\n Carbon credits can also help companies to comply with emissions regulations in countries or regions where they operate, and reduce the risk of penalties or other legal action. \r\n
\r\n\r\nAccess to new markets :
\r\n\r\n Some carbon credit programs allow companies to sell their credits on carbon markets, providing them with access to new revenue streams and market opportunities. \r\n
\r\n\r\nSupporting sustainable development :
\r\n\r\n Many carbon credit projects support sustainable development by promoting renewable energy, energy efficiency, and other measures that benefit local communities\r\n
\r\n\r\nNew economic resources for industries are created :
\r\n\r\n Companies lower their emissions because there is a low cost for implementation. Companies with emissions credits can sell them for extra profit. This creates economic resources, because more is spent to lower emissions and the credits are a new product to be purchased for additional profits\r\n
\r\n\r\n However carbon credit have some inherent limitations like Some credits may be artificially high in price. Many environmental agencies have discovered that they can purchase these credits and choose not to use them and hold them indefinitely, creating artificially high credit prices. Emissions credits are almost always cheaper than converting. For industries that use fossil fuels, the cost of converting to renewable resources can be very high. \r\n
\r\n\r\n The emissions credits, offsets, and even penalties and fines for exceeding a cap limit, often are all cheaper than going through a conversion to a new source of energy. This means there is no real incentive for those industries to change their practices. It is relatively easy to cheat the system. Most industries do not have monitoring devices installed to determine how much output is really occurring. This makes it very easy for the average business to cheat on its emissions reports. \r\n
\r\n\r\n Different nations may have different standards for a maximum cap. Some nations create more emissions than others. This means a maximum cap will be defined differently in every society. Some countries may be very lenient about their emissions caps and credits. Others may be very strict.\r\n
